As of today, I have completed all of the tasks and sorties required for completion of the IC-3 rating. (It only took five years.)

I have entered everything into OpsQuals, and I have uploaded a copy of my SQTR with all signatures and sign offs complete. My question is as follows; In the IC3 SQTR/Entry page it now shows 24 of 25 tasks completed. However unlike all of the other SQTRs there is a final item titled: "Unit Certification and Recommendation-Incident Commander". I asked my commander about this and she told me that the Wing Commander needs to sign off. I have no problem asking the Wing Commander, but I don't know how to submit this for his approval. In other words there is nothing further for me to submit, so how does it get to his approval queue? With all the other ratings, once you complete the tasks and sorties it move up automatically, but not in this case.

Can anyone please shed some light on this process?

Thanks for your help.

I am thinking that I should complete the last item and submit it, but I don't want it to look like I already have Wing Commander approval unless that is the proper part of the process.

The technical side is the last item may be signed off by your Squadron Commander, at least that is what eServices will allow to happen.
This is the rating (IC) that get special attention once completed.

The IC rating is a big deal and may not be approved just because you did all the other stuff. Your Wing should provide additional direction on the approval of a IC.

I was told by my commander that the Wing Commander must sign off, and I was told separately that there may be a review board involved. I have no problem with doing that but my question is how do I move it to the next queue. I entered the date and mission number in the last item, and it is now yellow, but on top it still shows as Training with 24 of 25 tasks completed.

I know this is an oddball questions, but if anyone has been through this process for IC-3 and can shed some light, I'd appreciate it.

Thanks.

Any review board would be a wing-specific thing and I can't imagine what the point of that would be, since you would have already been evaluated
successfully as an IC in at least two missions.

With that said, you should not even have been authorized to begin training without the Wing CC's explicit approval and visibility:

"CAPR 60-3 2-2f

f. Authorization for experienced personnel to train for the IC specialty rating is approved by a wing or higher commander or their designees. The wing or higher commander or their designees will renew the IC specialty rating."

At this point I would suggest discussing this directly with the wing Emergency Services Officer or DO, ICs are few enough that one should not
just pop up without wing-level visibility.

Eclipse, thanks for your insight. I have already consulted with the Wing Chief of Staff and the Wing ES Officer, both of whom I worked with on moving up from OSC to IC-3 and helped me complete the final tasks and sorties. I was wondering more about the OpsQuals process. If you get a chance, take a look at the IC-3 task entry screen, and look at the last item on the page. If all of the other items have been completed, how would you deal with the last item?

Thanks again for any help you can give me.

Eclipse

All of that is still your CC's approval.

Once he submits that, it then goes up to Group and Wing.

The one odd thing I noticed when I did the same was that when all the tasks were completed, and it went to the Wing/CC for final certification, it dropped off my 101 as a "Trainee".  Personally, I think that's a "bug" in the system.

That's normal for all ratings once your training tasks are completed.

That may be, but it's still a "bug" IMHO.

You are still qualified as a "supervised trainee" in reality (you've never given up that status).  Why is it that when you complete the training, you suddenly lose the right to run a mission under supervision?  Nowhere do the regs say that you lose this privilege, so it's the system doing something not mandated by the regs.  That's the definition of a bug, an unintended consequence of the automated system.

Jeff, you made it to IC? How did you deal with the final item. Did you submit it as soon as you completed your second sortie. I don't understand how to move this up for approval. It still shows 24 of 25 tasks completed, and the final item shows as yellow, "pending validation". As an ES officer I can normally see everything in my Group queue, but not this. How do I find out if its been processed or what approval I need? Is is possible that IC-3 validations go right to the Wing CC?

You can't see it because it's your validation.

Your CC or the Wing ESO will need to validate this one.

I'm a member of the wing staff, so I'm in pretty regular communications with the Wing/CC, and kept him fully apprised of my progress towards the IC3 rating.

If I understand properly, this goes directly into the Wing/CCs Approval queue.  It doesn't show up in anyone (like the ESO) else's box.  This is a personal approval that needs to come from the Wing/CC.  I would suggest working through your chain-of-command to ping the Wing/CC and see what he may require before approving.

Remember, ICs are the personal representatives of the Wing/CC.  They are delegated considerable authority under the regulations, and as such, the Wing/CC has a lot of latitude in deciding whom they appoint to the role.  They are Commanders on missions, the same way that Squadron and Group commanders command their units.

No, normally you see these, you just can't approve/validate your own.

I don't think this task goes through the normal squadron-group-wing queues, but goes directly to the Wing/CC for his approval.

Jeff, thanks for chiming in. I think you explained it exactly right. The way it was explained to me today is that the final items send the SQTR directly to the Wing CC's queue for approval and it bypasses all of the intermediate approvals.

I'll post again once I receive an approval. Thanks everyone for your comments.
