How can CAP be more stable en re GOVERNMENT FINANCE?

The UK has a Civil Air Patrol(if they still exsist) that has little or no relation to the RAF and an Air Cadet Corp that is tied to the RAF.  This plus Ground team members moving into the FEMA Cert, or MRC orginizations, would be how it might play out if we ceased to be USAF-Aux and just CAP.  Minus of course the Air CAdets, I don't think USAF has the ability to have one at present.  But the Air CAdet function might become seperate much like the USMC's "Young Marines" and run by former members and not as a funded part of the USAF.
