And such "individual wing policy" would need to be documented as a formal supplement to the regulation.  Otherwise, bumping a Capt back to a butter-bar because he stopped instructing as a CFI would be an "adverse personnel action" just like any other demotion, long term membership suspension, or 2B.

Right, it would have to be codified, but I'm not aware of any such policy, despite it making sense.

Probably would not be any "demotion", but further promotion could (and should!) be held up...either one uses their professional/mission related skills for CAP's benefit OR follows the Duty Performance route.

Well, if you get Capt. as a CFI (just as an example), you don't get Major until you've completed Level 3 regardless.  Skills promotions do not exempt you from PD requirements for promotion beyond your initial mission-skills promotion today.

As yo say, a lawyer not serving as a JA, would probably not be promoted based only on his academics and professional qualifications,
any more then an Aeronautical Engineer who chose not to be involved in AE would.
