Just fired off a support ticket to NHQ Helpdesk on this one. Will advise on what they say:

False

So since the statement is supposedly false, it would read "The Risk Assessment Matrix does not help you prioritize the hazard." However that entire section of the powerpoint discusses that very thing, on how to use the Matrix to analyze and prioritize the hazards as the role of Step 2.

In short, the answer I believe should be "true", not "false".
