From CAPR 39-2:
3-7. Procedures for Cadets Transferring to Senior Status. After reaching age 18, cadets desiring to transfer to senior member status may do so by simply forwarding a CAPF 12 and a FBI fingerprint card to National Headquarters (a copy of the CAPF 12 should also be forwarded to the wing headquarters). The form will be annotated across the top as follows: "Cadet to Senior - No Charge." When the application is received by National Headquarters, the cadet will be transferred to senior member status for the duration of his or her current membership year, after which time the member will be billed as a senior membership renewal. NOTE 1: If the cadet's membership is due for renewal at approximately the same time the application for senior membership is made (within 2 months), than the applicant should include new senior membership dues with the application to ensure continuous service. (See attachment 1 and the chart posted online at www.capmembers.com/dues for actual dues amount required.) In this case, wing dues will be forwarded directly to the wing. NOTE 2: Within two months of their 21st birthday, cadets will receive an invitation to transfer to senior membership along with a CAPF 12 and fingerprint card. Cadets who have not transferred to senior member status prior to their 21st birthday, will have their membership transferred to patron status for the duration of the member year or until they complete the transfer to senior member.

Short answer: Yes, unless you are becoming a Patron/Reserve member.

The (short) context was based on the premise that turning 21 was when the transformation was to take place. ...that's what it meant.

Don't forget that at 17 you have to take Cadet Protection, which you would have to do anyway as a Senior.

Actually, you have to take CPPT as a cadet within six months after turning 18. You are able to take it at age 17.

Somehow I got it in my head that it was 17. We had a bunch of cadets who recently turned 18 in my unit and they all have to take it now.

It was changed last year, so 17 year-olds could take it. It changed the 6 month window to an 18 month window.

If you're an 18 year old cadet without CPPT, you cannot test or advance. Take the course before your 18th birthday.
