I have presented cadets with miniatare medals to accompany their milestone awards because it added to the ceremony. They can't wear them, however, on their uiforms, and I only ever saw one cadet with a mess dress uniform but that was because he was also in AF ROTC.

I thought cadets can wear one with a blazer uniform, just like the senior members? I remember a few IACE Cadets who did that.

That is correct, just like a SM, but only one and without the blazer nameplate.
