Military spending cuts - should CAP be worried?

I think the cost-effectiveness of the money put into CAP has been recently demonstrated on the DWH response.

What the AF/Navy/CG can do for thousands/tens-of-thousands/more per hour in terms of reconnaissance (boom photos), CAP can do for a couple-hundred an hour, with better quality results.
