I am curious to know what comprises the time period to make satisfy "the experience in a command or staff position" according to CAPR 50-17 for LVL III and above.
In Level III, there is a Total of 1 year of experience." Does the time have to be a linear position say from 1 January to 31 December in the same position or can it be defined as an aggregate of two linear staff positions within that same year?
Same question basically for Levels IV and V. I expect to rotate among several staff positions due to personnel changes, and I wouldn't want to change if it means jeopardizing the experience time requirement.
My question may be a non issue, but using my typical legalistic mind, I need to ask.
The staff position does not have to be the same job.
You can be the Sq. ES Officer from Jan 1-June 1 2009 and be relieved from ES Officer on June 1 and assigned to Deputy Commander for Cadets on June 1-Jan 1 2010. You can hold many staff positions within that same year. Just make sure the personnel order relieves you from one and reassigns you to another on the same day. Im not sure what a linear staff position is. Now, if you are asking if you can get 1yr credit for holding two staff positions for 6 months and add the 6 months together to make 1 yr, No, you cant do that. And I dont think it can be a total of 2-3 months at a time spread out over 5 yrs.
If you were required to stay in the same job for up to one year, that could seriously tie the hands of the Sq. Commander just so a member could meet their quals for PD. Its pretty straight forward. Staff or Command position for 1 yr.
So the staff position doesn't have to be concurrent for the level. I have been in 15 months, and I have completed Level II will have 1 year staff position December 2009. I have already completed the remaining requirements for Level III minus the 1 year staff position which will be accomplish in December.
If I understand you correctly my Level IV and V staff time will be an aggregate of the staff time earned from the lower levels, and the time doesn't start over each time I earn a higher rank. I could possibly have Level IV completed before I attain Major. I have the equivalent of the RSC from my DD 214 and will have my master by February.
Not for the PD level.....but specialty track service time is done within the rateing.

That's probably a good question for the knowledgebase. The regs are just vague enough to support all of the interpretations listed here.
The requirements for Level IV are spelled out a little more clearly:
"Occupy a command or staff position for a total of 2 years of service to CAP."
It says a "total of 2 years" service, but it doesn't say continuous. Nor does is specify that the service be in the same position. Since it doesn't specifically say those things (and it just says "1 year experience") for Level III, then it seems that you'd be safe in different roles in at different times, as long as it all adds up correctly.
What positions qualify? Do Assistants count? Do Historians count?
