So, I log into e-services and see a seldom looked at UP DATES section and there is one on the NEW CAPT 116. As always it says wording which indicates that it is not yest "mandatory" due to some "REG MUMBO JUMBO" (involving dates after the official publication of a new REGULATION and issuance of a test) that people like those on this FORUM understand but that the regular CAP Officer merely guesses at or is nary aware of.
So...I have taken it and passed it. Why? Because these "it's not mandatory yet" caveats mean it will soon be. I've detected no discussion of it here...what say you?
I understand that the new Reg 60-3 is out in draft. The delay in making the new 116 test mandatory is(I think) because the intent is to combine 60-3 with a rewrite of 60-6 and publish them together. I think that the delay in 60-6 is causing the delay in the 116 test.
It will be interesting to me to see what National comes up with in regard to the CD reg. Combining it with the ES reg will really be interesting, given my long association with the CD program.
My understanding is that the test will change again once the final version of the new Reg is issued. The existing test (that is not mandatory if you had already taken the old test) is an interim measure for the new folks that acknowledges the ICS 100 material that was removed from the current version of 60-3.
It was discussed here somewhere. Saw it, took it, passed it, moved on. ;D

Normally all personnel currently holding valid CAPF 101 cards must re-take the CAPT 116 within 180 days of issuance of a new examination to remain current. Since the latest version, September 2009, was issued on an interim regulation, currently qualified personnel will not be required to re-take this version. When the new regulation combining CAPR 60-3 and CAPR 60-6 is completed, a new exam will be issued, and all qualified personnel will be required to complete it then.
So it would seem that taking the current one is essentially a waste of time if you are already qualified since another one will be out soon.

Is there going to be an end to the ever changing CAP non sense.
How about getting on with DHS HLS and NASAR and get something done once and for all. More test changes for changes sake, huh?? At least at the gov level one would expect confusion. But not the SAR pros at CAP. The will all let folks know they are at the leading edge of technolgy...
Except for ICL's on G1000 program and NOW for the discrepancy form that disappeared on some aircraft. What is the dealio on that??
