I have a question I'm not sure exactly pertains to membership or Cadet progrms rather they kindof fit in both.

My sister is 12, she joined CAP and just recently got her materials from NHQ but its missing the blue binder with the other stuff (so all she got was her booklets). Does anyone know why or if NHQ is out of binders? I thought that was part of what you pay for?

Ok, what I thought... no biggie I just was surprised to see no binder when she got her books.
