if a member has recruits that were credited to him, and the membership (recruiter's) lapsed for a short period, do they lose those credits? Can they add more to help get the recruiter ribbon?

I don't see why the previous work/credit should be erased.  If it's documented, then drive on.

As long as he or she as documents, I agree it should count.

It is credited.  I left after my Cadet days and returned a Senior years later.  In E-Services it shows the members I recruited as a Cadet in the "recruiting report" available under membership reports.

Agree.  I don't think the regulation goes to this detail, but if there is a verifiable record of the recruitments I would exercise commander's discretion (since there's no specific regulatory guidance at that level) and count them.
