Title: Color guard shoulder chords

Does Florida wing allow white sholder chord on color guard personel even if they have not won a color guard competition.

No, only the reigning FLWG Cadet Comp winners can wear the white cords. Regular squadron color guards are supposed to wear white and blue cords, per the 39-1 Supplement below:
