Title: ECI 13 or NCSA for promotion to C/Lt. Col.

I have a cadet who claims that the Wing Administrator told him that he could take the ECI 13 course instead of a NCSA to promote to C/Lt. Col.

This sounds like bunk to me and I can't find any regulation to support it.

Can I get some help here?

You need ECI-13 OR Region Cadet Leadership School OR Cadet Officer School

Any of those fulfill the requirement for the Eaker Award

Thanks for the quick reply, I didn't remember seeing it in there and just looked again. It's in there, must be the heat getting to me  ;D

It bears repeating that COS is the NCSA that meets the requirement given the thread title...  just any old NCSA won't do.
