I've done this a few times for several age groups, and the following works really well.

Have each unit create a few events. They have to design the event. describe the scoring method, and make sure the equipment for all participants is available. If participants are expected to bring their own items, the designing unit has to provide a list with parameters.

Set up a committee to choose which events will be used - select the same number of events from each unit.

Balance the judging panel. One leader from each unit plus someone up the chain of command and/or someone from the community - a politico, local business person, a news reporter or editor, etc. Do your best to find someone equally involved (or uninvolved) with all participating units. Don't be shy about asking famous people. For all you know "Survivorman" just might actually be interested in your event.

Here are a few checklist items regarding holding events:

Be sure to coordinate with local EMT's & Fire-Rescue services. At least give them a heads-up that there will be more people than usual at your location during the event. Some won't care, but most appreciate knowing.

Make sure to check about any activity/assembly permits the host government  or facility requires.

Don't forget to let the news outlets for the event area know ahead of time. Give several weeks lead time. The larger the outlet, the longer the lead time needed. You can probably get by with telling the local weekly a few days ahead, but a large city daily or a TV News service will often fill their community event schedule weeks ahead of time.

When I did FEMA's ICS-800 course I learned that events like this are considered "planned disasters" and it is appropriate to use the ICS to manage them. You might not need all branches, but use the ones you do need. (Remember to bring SQTR's and get signed off on tasks.)

This is all between the cadets in the unit at this time but I may and hopefully have it expanded to the whole group I just need help on events to do etc. It'll be a two day event.
