I think your best bet is to first find out who gives funding grants in your area and generally what are the grants given for? At that point you could y ask them for the request format they would like to see. It could be different for each grants program.
Don't overlook the possibility of "in kind" type grants of specific clothing and/or equipment. Early in 2009, locally I intend to look at this rather than actual (money) funding.

I thought part of the WBP was that we are not supposed to contact corporate accounts? That is supposed to fall on National. The reason is that if ABC Squadron calls....say Sony, and National has already been talking with them, it could pose the impression that National is not in tune with the local units, and therefore cause a possible deal to be flushed.

All of your fundraisers need to be approved by Wing, first of all. But Bumblefach Cadet Squadron shouldn't be trying to negotiate donations from Verizon or Sony's national office. It has nothing to do with Wing Banker but more commonsense. If Bumblefach Cadet Squadron gets a $5,000 contribution from Sony's headquarters, when the next squadron calls or national approaches them for a deal they'll say "Hey, we already supported you!". This is just plain common sense. National-level corporations should be approached by national-level CAP.
However, the fundraising regulation specifically mentions in-kind donations as a suggested fundraising opportunity. Squadrons can and should contact the local stores/branches of companies in their community. Big difference. For most corporations, the local division or store is authorized a certain budget for community relations. The manager of each Lowe's store, for example, can give up to $1,000 in gift cards to any 501(c)(3) at his or her discretion; the district manager up to $2.5k. Each local Walmart store has a budget for generous community giving and the decision there also falls on the store manager or his or her designee.
Units should be speaking with the company's appropriate level. Squadrons with the local stores; wings with districts and state-wide offices (or companies who are only located with their state); national HQ speaks with with main corporate headquarters for national and international companies.
