There is no time limit. If you're trying to show superior performance over an extended period of time, then the period you submit has to be "extended".
Aren't there ANY records kept by regions or national on the citations given out to squadrons and regions?

Some regions have added 'Green Weenie' periods for their wings, based on what wings have sent them for posting; as for squadrons, you'll hafta deal with Wing HQ, if they can unearth any records from the archives.
Example: Florida Wing has included all their awarded 'Green Weenies' in both the wing and SER websites.

Yes, at NHQ, on paper records that are essentially unavailable, for one reason or another.
