Title: New Membership Application

From the ICL dated 4 Sept...

"The new application form also requires the squadron commander to certify that the applicant has
been introduced to CAP's core values, ethics policy and safety policies of the organization as well as assigned a mentor."

How is working for everyone? I've only processed one new senior member application since this went into effect, and struggled with the safety policies. The other items seem to be be pretty straight forward, but how in depth do you go into safety with a prospective member?

Why a briefing on safety policies was required for the application for membership, instead of being added to Level I, is beyond me.

Why should this be a "struggle"? 

Don't put the applicant through the Safety tech online course, just introduce them to the Culture of Safety CAP has always cultivated.

Checklists, doing things right or not at all, etc.

One more place where responses (or lack thereof) may reveal a lot about whether you want that person in our airplanes or ground teams, etc.

If you're doing your "contact discussions" properly, these things should be coming up as a matter of course.

Agree, don't make this a struggle.  Include these things in the "culture" of the squadron as the prospective member is interviewed.  Talk about expectations, safety, involvement and overall goals of the squadron, along with expectations any prospective member will need to be aware of.

I completely agree.  Our wing just mandated that if every senior member didn't complete the online Safety Officer Basic course by 1 NOV 08 that we would not be allowed to participate in CAP until we did.  It was probably the biggest waste of my time for anything I've done in CAP.  Bureaucracy and paperwork does not a safe environment make (I think I've got an infected papercut though!).

To me the important thing to introduce members to is the ORM model and try to get them in the habit of evaluating (quickly) what they are doing.  Does it pass the 60 minutes test and would you feel safe putting your own child in that situation?  If the answer is no to either, you probably want a better way of doing it.

This is an example of exactly what is wrong with CAP's approach to safety.  It's the CYA mentality; we're too lazy to make safe habits and good judgement a part of our culture, so we'll just make people check another box instead.

I love the fact that there is NO phase-out date for the old application form: lots of forms have been kicked back as a result.

As for the Safety Officer Course, most Wings mandate it for SE's and Unit CC's.

And rightly so.

There isn't a phase out date... Says right on the bottom that PREVIOUS EDITIONS WILL NOT BE USED, It would have said otherwise if the old forms were still good.

Actually, the ICL concerning CAP Membership stated at the end of the first paragraph that the previous F12 could not be used after 1Oct08.

Which basically is the date on the form.
