I am curious... in eServices for Duty Position.

Does Assistant (yes/no) mean the person is assigned as an assistant XXX if it says 'Yes' or is it that they have an assistant in that duty position if it says 'Yes'?

It means they are the assistant.

As in "Assistant Emergency Services Officer".
