Out of curiosity...
I cannot find any directive stating that they do or do not count as encampments and subsequently deserve an encampment ribbon.
Anyone know?
You want to check CAPR 52-16: Cadet Program Management. Look in the Encampment Section.
Essentially, it must meet the requirements outlined in table 5.1 - if it doesn't, no encampment credit.
The one that I attended did satisfy all those elements. Interesting!

Satisfying the elements, in and of itself, does not necessarily mean its a basic encampment.
A State Director must be auditing and certify that it met the requirements.
If by "solo" you mean a flight encampment, many do not meet the requirements either because they
don't contain the required curriculum, or they do, but the commander does not wish to raise the
expectation in the cadets that it will meet their Mitchell requirement since a flying activity generally
has its own pressures and scheduling issues.
Bottom line, if the Commander did not submit CAPF 20 to a State Director for approval, there's no ribbons
or Mitchell credit.
I agree, just was curiuos if the encampment commander had submitted a Form 20 if it would have been approved.
From what I read, it would have. However, he did not, so that means it does not.
