When Colonels are no longer sitting in command ie: Wing or Region, are they still considered Corporate Officers?
The only corporate officers are a few (I believe 5) on National Staff and Wing and Region Commanders. Once a Colonel gives up the Wing Region or National Staff position, they are no longer Corporate Officers. However they may be advisors to the NEC or NB, but would not be corporate officers.

Correct. The corporate officers are the sitting members of the National Board (which of course includes the sitting members of the NEC) - i.e. current Wing & Region commanders, National CC, CV, CS & some other senior national officers. The exact composition is in the Constitution & Bylaws.
Thats what I thought. Just wasn't sure.
