ALCON,


The Civil Air Patrol and CAP/USAF are very concerned about the safety
program and as such Brig Gen Courter has asked if I would consider again
serving as the National Safety Officer.

Working with you for almost 1and = years as the Georgia Wing Commander, we
have made great strides toward making Georgia Wing the leader in Southeast
Region. We have garnered an impeccable relationship with the Georgia
Emergency Management Agency (GEMA), signed a new MOU with them and have
gained their respect as we have always been there when they called. I hope
this relationship will continue to flourish.

We have also installed a communications/logistics program which is second
to none in all of CAP. We were the second in the nation to fully integrate
the Wing Bankers Solution and to receive an unqualified audit. Next week we
will receive our second audit and I expect the same unqualified audit
result again.

You received an Excellent rating on this years SAR/EVAL, all due to the
upscaled ES training that has been accomplished by you this past year.

These are just a few of the many things that you have accomplished for GAWG.

I regret leaving before having completed the goals I have set here for
Georgia Wing, however I will be leaving the wing in very capable hands. The
Interim GAWG Commander will be Lt Col Michael Crowe, the present GAWG Vice
Commander. I ask that you show him the same loyalty and dedication that you
have shown me during my term.

Your wing staff has been nothing but stellar in trying to support your
requests and I expect nothing less of them in the coming years. GAWG is the
5th largest wing in the nation and you are fast gaining more respect from
CAPs leaders due to your accomplishments.     

If needed, I will be here to assist Lt Col Crowe in any way. I would
consider it an honor to work under his command and to assist GAWG in any
way possible.

Thank you again for your support and your dedication.

This has come out from National:

CAP National Leadership and Staff:

I want to inform you that Col John Tilton has resigned his position as the National Safety Officer. As you know, when he was elected as a member-at-large to the Board of Governors we considered whether or not these two positions would create a real or perceived conflict of interest. Although Col Tilton could handle the duties of both positions, as he prepares for his first BoG meeting this week, he felt it was more appropriate for him to step down from the Safety Officer position. I agreed. He will continue to serve CAP at other echelons, as positions are available. Please join me in thanking Col Tilton for his service.

Col Lyle Letteer will assume the National Safety Officer position effective immediately. As you know he has served us in that position before, and he has most recently been serving as the Georgia Wing Commander. Col Jim Rushing, SER Commander, will announce an interim commander for the Georgia Wing today to enable Col Letteer to devote himself to the Safety Officer duties. Thank you to Col Letteer for his work in Georgia and for stepping up to lead the charge for safety.

Please thank both of these gentlemen for their service to CAP and their interest in pursuing new endeavors for us.

Ok, thats the letter that national wants you to see. here is what happened:

Gen Courter asked COL Lateer to take over as Safety officer. he has been investigating some of CAP's major cases recently and I guess the National folks liked his work.

You know......in the business world or the military when a person screws up (jacks up) they move to a "new position" as to not embarrass them too much and still get usage out of that person. 

I think of that everytime I see someone "taking a new "higher" job in CAP".

So basically I say he screwed up and Courter is moving him.

^^ I don't disagree with you in that people get moved to other jobs under the charade of a promotion, but in reality it is to get them someplace where they can't do too much damage.

I have to disagree with that assessment here, though. The National Safety Officer is too important a position to do that with, and our NHQ/ CC strikes me as someone who is too smart not to put a capable person in that job.

In the past we had a reason to be cynical. Now, with new leadership (albeit interim), we have cause for new optimism. Only time will tell on if the moves and changes she is making are the right ones, but in the meantime a little faith in the new boss is what our embattled organization needs. Choose the path you want, but thats the one I will follow for now. I hope others do the same.

Had a lieutenant once who had an affair with one of his soldier's wives.  He was "promoted" out of the unit to PA duty for the base.  I personally think he should have had his bars removed and pushed into an early retirement but sometimes things don't work out that way...

I can think of at least 2 Naval Officers who were relieved for that, and I believe they were sent somewhere rather unpleasant (Portsmouth) for a short time on their ways home...

^ Why?  No law saying you can't have an affair with another man's wife is there?

They should have transfered the Soldier away out of the unit and kept the LT.  It would have gotten rid of a dirtbag wife as well.

Uniform Code of Military Justice:


933. ART. 133. CONDUCT UNBECOMING AN OFFICER AND A GENTLEMAN
Any commissioned officer, cadet, or midshipman who is convicted of conduct unbecoming an officer and a gentleman shall be punished as a court-martial may direct

934. ART. 134. GENERAL ARTICLE
Though not specifically mentioned in this chapter, all disorders and neglects to the prejudice of good order and discipline in the armed forces, all conduct of a nature to bring discredit upon the armed forces, and crimes and offenses not capital, of which persons subject to this chapter may be guilty, shall be taken cognizance of by a general, special or summary court-martial, according to the nature and degree of the offense, and shall be punished at the discretion of that court.

^ Doesn't say adultery does it?  I would prefer not to read all the articles, if you gentleman would just Say yes or no I would be happy. 

Good luck at a summary with the charge "he slept with a woman who happened to be a soldiers wife". 

Most likely get a letter of reprimand from the Commanding General and your career would be ruined after that, but there is no jail, no forfeiture of pay, nothing.

Adultery is considered "Conduct Unbecoming an Officer and Gentleman", and also Conduct "prejudicial to good order and discipline".  Yes it is absolutely unlawful for a military officer to commit adultery. To do so with the wife of a subordinate is considered especially heinous in the eyes of most military commanders.  There are many military careers that have ended with BCD's for adultery, and a lot of people who have spent time in Brigs, Stockades etc. for the crime.

Ok thanks.  Note to self......don't commit adultery with subordinates wives.  (Not that I would want to, most are  :-X    )

So anyway, we kinda drifted here...

Good on the new National Safety Officer.  Perhaps we will get better safety suggestions and a better newsletter.  Good luck GA wing.  I'm sure things will return to normal soon.
