An ICL only expires if it only meant to be a temporary policy in which case the exact date of expiration will be stated in the policy letter itself. Policy letters without specific expiration dates do not expire, but they should be transformed into actual regulations within 90 days. If they aren't made into regulations within that time frame (which is so common as to constitute a normal practice), there is no regulation that says that they expire or are no longer valid.

And if recent history is any guide you won't for a few more months. Just like it took them 4 months to get an ICL out approving the US CAP stuff in the first place. It was only a few weeks ago for petes sake.
