Title: Civil Air Patrol ES [AFAIDL 02130D] Course

I was looking over the requirements to get my tech rating in ES and I noticed that I had to take the AFAIDL 02130D Course; Civil Air Patrol Emergency Services.

I have signed up for it, but I was wondering if anyone has taken it and can give me a heads up about what to expect.

OK, I'll put it back and see if anyone disagrees.

To my understanding this test is no longer required or available from AFIDL.

If you notice, the most current Pamphlet is dated 1998 - the ES curriculum has been revised (significantly) 2 or 3  three times since then - the most recent being 2004.

About 2 years ago at a Wing conference, I mentioned to the DOS that members were being delayed in their progression because the requests for the 213 test were being bounced back at AFIDL - he indicated to me that the test had been discontinued and was no longer required.

Interestingly, though the test is indicated in the text of the pamphlet, it is not mentioned on the sign-of page.

Anybody know anything different?

the course has great information in it, but Unless something has changed the course has not been updated in quite some time.

I ordered the course and recieved it about 3 months ago, so unless its a recent change, you can still order it.  But Its been a nightmare trying to order the test. Maybe thats why.  Can anyone confirm that it is no longer required? Or offered?   Because if it isnt required for the tech rating Im not going to bother with trying to order the test.  Ive read the workbook but between work, CAP ECI 13, going to SLS and working on my Form 91, I have enough on my plate.  On the ES Officer tech requirements the ES officer course is still listed as a requirement.

I also have this course and am getting ready to take the test.   I thought it was still required for the tech rating in ES.  I sure would like to know if this is still required.

It says that you have to complete it for the Technician Level ESO (http://level2.cap.gov/documents/u_082503084915.pdf). I'm just wondering how up to date this is since there are a few other regs that aren't up to date.

Have you tried going to this link (http://www.cap.gov/visitors/members/professional_development/) and then to the very bottom of the page where it reads "current and prospective students"? That should open up another page with instructions on getting a test sent to your unit. You'll need the shred code for your wing. Your wing testing officer can provide that for you; it's no big secret.

This like other programs that have undergone significant change (i.e. Comms, safety) have left the specality tracks in the dust.  They do not meet the needs of the current programs but because there is no updated pamphlet we are still using them just as listed.

The course doesn't do as much good without a test, the lack of which has been discussed above.

I just heard from my Wing DO, who indicated that this came direct from John Desmaris because although you may be able to pull the >test<, you could no longer pull the >course<.

He is going to confirm this at the GLR ES conferences this weekend.  I'll let you know what he says.

Ordered and recieved the test three months ago. Got the test and passed it last month. CAPs online database confirms it and I got a nice little addenum to my end of course postcard stating that I recieved an "honorable score of 90 + % "

I NEVER had an flack about the course or test (to best of my memory) from either Group, Wing, or AFIADL. According to the AFIADL material completion of the course is currently required for ES Tech.

Having taken the course I can say that for the most part it serves as a generic overview of CAP ES operations and procedures. It doesnt really go into detail about anything.

I contacted my wing's Deputy ESO and asked about this course. To his knowledge, there is nothing that says the course is no longer a requirement. So looks like you have to take it.

Took the course ages ago.  If it's the same one, I remember that there's a scenario in which an overzealous noob member/Squadron CC 'self-activates' and gets himself (and a ground team) in a bit of a pickle.  That stayed with me, and drove a point home that others seem to have missed over the years.

Ordered this course for my ESO several months ago online, through the Air University website.  Also ordered the test that way.  Process still working as always.  Course is available, test is available.  Material is outdated.

I took the test yesterday.  I had to memorize the names of obsolete regulations (e.g. the CAPR 50-15 and CAPR 55-1).  There was no mention of the Incident Command system.  There is a chapter on Civil Defense operations which appears to need a serious updating or deletion.  The whole time I studied the text, I did not look in the 60-3 so I could keep my un-facts straight for the test.  However, if you replace the incorrect regulation references and change "mission coordinator" to "CAP incident commander", most of the review questions still contain accurate information. 

It seems to me that the CAPT 116 was revised to replace this course, but CAPNHQ never bothered to rescind the requirement for the 2130D on the ESO Specialty Track:

And that's what I was saying before in that the requirement for the test has been removed, but none of the regs updated.

I still haven't heard back form my Wing's ESO to confirm.

OK - the word I got was similar to what I was told.

The new test, which will be taken online, is still in development.

Because the original test and materials are no longer appropriate to our ES curriculum, the test requirement for ES Tech may be waived by your Wing's ESO if they are so inclined.

Ok so what do I need to do to get this rating, I can't find the 2130D anywhere. I  an see where it is in the specialty track saying it is required. I just don't know if the track is out dated, or if I'm just blind in one eye and can't read out of the other. I also can't find it in the knowledge base. Could anyone help me find this course and exam?

It says that one of my objectives is to complete the ECI Course 02130D, the only thing is I can't find anything about it. Is it obsolete?

02130D was the CAP ES Course offered at {insert latest AF Correspondence School name here} It has been horribly out of date for years.
It is (or was, if it's missing) based on the old 50 series ES regulations. I've never encouraged anyone, even in ES track to take it because it contains disinformation.

He is not talking about ECI 13.

He is talking about the Emergency Services Course which has a course number of 0230D

Yes it is still required and yes, they do have to take it if they want to earn a tech rating in the ES track.

If phirons is does not want people in the ES track to take the course, how does he justify them advancing to a tech rating in the track without the course?

As we've discussed here before many wings are allowing this test to be waived per John Desmaris.

No I have no interest in debating the "legality" of this point as it is now over 3 years old.. 

YMMV and its up to you to confirm this.

I asked the question (Can we just skip the obsolete course) of National in March (via the Knowledge Base) and got the following answer:

We are working a replacement to be out in the next month or so. We would suggest either completing the current course or waiting on the new one to be released in April.

I was able to get the class, haven't asked for the test yet.  As other people have said, it's totally out of date, for some parts I almost feel that I'm worse off for having read the material...  But after working for Uncle Sam for 4 years I'm getting used to checking a box for no good reason then checking a box.   >:D

Just two weeks ago I received the course and ordered my Test for the Emergency Services Officer course.  I'm assuming that this is still required iaw CAPP 213, although i know members in my wing who are Senior rated ES officers but have never taken this course.  Is there a waiver or alternate to completing this class?  This text is old and outdated the edition they just sent me is dated FEB 97.
