Title: Agency Liaison vs Liaison Officer

I was wondering if anyone could offer more information on the differences between the two.  From what I'm reading it looks like AL serves pretty much as the lead person when CAP is not the primary agency in an incident and serves as the highest level in the absence of an IC for CAP. 

I haven't been able to find much on LO, but I'm guessing that is the person who coordinates with other agencies when CAP is the primary.

Sound about right?
