It seems that NHQ has locked the approval box (12d) from accepting an electronic signature. Was this intentional, an oversight or a software limitation?

I just tested it with an electronic signature in Adobe. Works just fine.

It needs a digital signature, not a mouse scribble.

So I have to buy a license to be able to sign the forms?

Last I knew, the free version of Adobe Acrobat allows you to place a signature file on a document.
