Title: Letter from the Chief of the Chaplain Corps regarding TLC requirement for CDIs

The following letter was sent out by the Chief of the CAP Chaplain Corps yesterday. 


TO:   All CAP Personnel


FROM:  Chaplain, Col James Hughes


SUBJECT:  Training Leaders of Cadets changes


DATE:  23 May 2016


Currently the CAPR 265-1 requires that CDI applicants complete "Training Leaders of Cadets" (TLC) as part of the application process.


Recently the Cadet Programs has divided the "Training Leaders of Cadets" into three components: Basic (serving in positions below squadron deputy commander), Intermediate (serving as a squadron commander or deputy commander for cadets), and Advanced (serving as a Region of Wing DCP).


The level of training needed for CDI applicants fulfilling the "Training Leaders of Cadets" requirement is the Basic component.


This will remain in effective until the CAPR 265-1 is revised.

What's the status of grandfathering the original TLC course for the new 3-tier? I was a CDC when I took the course last year; however, per the new requirements, CDCs will take the Intermediate Course designed for Deputy Commanders for Cadets. Not to say I am opposed to taking it again; it's definitely a good refresher and you get some great new ideas as you network. But I have other things I'd like to take come time we have another Professional Development training weekend, and TLC is obviously no longer a priority for me having already been signed off last October.

And can anyone tell me whether or not Chaplains previously had to take TLC? Our Chaplain was a prior CAP senior member and then went on a hiatus, let his membership lapse, and has since returned. But I wasn't able to identify any TLC on his transcript. It isn't really my area as the Character Development forum isn't under my realm aside from making sure it gets scheduled in and cadets receive credit. But just checking up on this process.

+1 - I just directed one in Dec specifically to bring some people up to speed and meet the unit "shoulds".  I asked NHQ to provide
the new curriculum but it "wasn't ready".

People who took the old class less the a year ago aren't going to be too keen on another round of this "because".

This is in reference to CDIs, not Chaplains, and just clarifying the existing requirement.

There's no requirement for Chaplains to complete TLC.  I would conjecture because CDIs are Cadet-focused, but Chaplains
serve all over, including units and echelons w/o cadets.

^^^Eclipse has pretty much hit the mark on this.  CDIs facilitate the Character Development session -- which is a mandatory component of cadet training.  This requirement of completing both TLC (now basic) and the Basic Instructor Course assures that CDIs across the board have some type of standardized training prior to appointment (for years it had been 60 units of academic work beyond high school). It also serves to assist squadrons in having someone qualified to serve as a CDI since every cadet squadron is to have at least 2 senior members who have completed TLC.   CDIs who have already completed this course will not be required to take it again as a requirement for a CDI appointment.

As for Chaplains, it has never been a requirement for completion of TLC ... But highly encouraged/recommended for Chaplains serving in a cadet or composite squadron.   When I was a Wing and Region I challenged ... eerrr ... encouraged our Chaplains (and CDIs) to pursue a rating in the Cadet Programs specialty track (partial to that silver star on my CP badge 😀).  I proudly wear it on the same side as I wear the cross.

Now it would be nice if NHQ would get the necessary training material out to the filed to enable members to take the training.

As of 24 May, the basic course is still missing at least one lesson plan and two e-services modules/applications that are listed on the TLC web page.  As for the advanced course all that is there is that it will be available in August.  No word on the third level of training for the new program.

Why do does CAP continue to announce and implement programs without the required training material ready to go????
