How can you provide Orientation Flights for Cadets at overseas locations?
I was an active glider O-flight pilot and instructor in my previous squadron. Now I'm in Germany. We have another Senior Member who was an active airplane O-flight pilot in his previous squadron.
The glider program clearly allows for the use of club-owned and commercial gliders flown by properly qualified CAP member pilots. May this be exercised overseas? Is there a similar policy for when the closest CAP aircraft is thousands of miles away?
I fly gliders through a local German club. The other guy flies 172's through what used to be the base flying club.
it would be a great help if I knew what documents, if any, clearly allow or prohibit this.
(Not looking at pilot quals or funding issues at this point - simply "how do we get permission to do it?")
There are a lot of experienced members here, so looking forward to info I can use to instruct the chain of command. Thanks in advance. :)

I was at Rhein-Main years ago and we conducted O-flights there. CAPR 35-4, para 7.c. pretty much sums up what you need to do. First and foremost you need a military aero-club. When I was there, one of the last aero-clubs was in Mannheim. Coleman Aero-club. Three of our members were Coleman members, and we were able to get them cleared to perform O-flights. Mind you, this was 1998-2001 so things I am sure have changed. Finding the POC at National and working with them a lot will help clear mud. Back then I found the NHQ people pretty receptive to work with.
It's possible, requires a lot of leg work, and a great retention tool if you can use it.
Coleman is still there according to this website. http://www.colemanaeroclub.com/ (http://www.colemanaeroclub.com/) But it is up near Weisbaden now, and they fly out of Mainz. About an hour away from K-town on 63.

It is, however, no longer a "military flying club." Although it outwardly appears the same, the assets are now owned by the club members themselves rather than the US Government through MWR.
I think I'll call NHQ and ask about "how it really works" or how to apply for an exception.
