Hello,
Just wanted to ask if cadet officers are allowed for wearing sleeve braids as my recent officer jacket I bought have them pre-installed already and wanted to know if I need to take them off.
What does the 39-1 say?
The braid is for "Commissioned Officers" hence reserved for CAP Senior Member Officers.

Those two statements don't necessarily go hand in hand.
In this case they do. Cadets have never worn sleeve braid since I joined, and that was a very long time ago.
Easy to see how someone could be confused when reading this section in CAPM 39-1:
4.1.5.2 ... General officers will wear a 1 ½-inch wide blue sleeve braid, 3 inches from the end of the sleeve. All other officers will wear a ½ inch wide blue sleeve braid 3 inches from the end of the sleeve.
When you read any part of a regulation, it's important to reference the definitions section (1.2.3.8 ) first. For CAPM 39-1 the words "Officers" and "NCOs", when on their own, refer to senior members. When referencing Cadets, it will say "Cadets", "Cadet Officers", or "Cadet NCOs". If they want to reference everyone it will simply say "members."
As a result when it's says "All other officer will wear..." it is referring to only Senior Member Officers. You can see this in the uniform diagram in Figure 4.6 (Male) and Figure 4.7 (Female) Service Dress Uniforms; where you will see that the Cadet Officer Service Dress Jacket does not have sleeve braids.

This ^ Officers and NCOs = Senior Members Cadets are Cadets in the regulation. So, you need to remove those braids. I know they don't really show up against the blue uniform but someone will notice and we want to set the right example from the start.
