Title: Date of new NCO system?

Does anyone know the specific date that the new CAP NCO system became official? I'm writing an article for our magazine on our wing's first senior member NCO and I wanted to include general information about the CAP NCO system in the first paragraph.

11 August 14 with the publication of CAPR 35-5. released for the 2014 National Conference.

The Memo signed by the Assistant Secretary of the Air Force was dated 17 Oct 2013.

So...that is the official start date....I don't know how long prior that CAP was working on the proposal.

Would tend to agree that what counts is when the CAP regulation changed not when the AF gave approval to change the regulation.

It can be rather subjective as it all depends on what is being written.  For example, in some articles, the date that the president signs a law is used and not the date the law went into effect.  Other articles, they use the date that the law went into effect and not the date that the president signed it. 

If it is explained clearly, either date can be fine.

I see it as the ASAF authorized the CAP to implement an NCO program, but until  the new 35-5 implemented was published and implemented, it was just a concept.
