Title: Blues tie device

What is that device called? It goes on the center of the tie on the blues uniform, and it keeps the tie in place.

Either a tie tack or tie bar.

Tie Tac? I see it on Vanguardmil, but its not a pin, its the emblem attached to a string, with a bar at the end? Is this the right one?

The Tie Tac is a pin. The backing is not your typical clutch back fastener. The chain witht eh bar is used to prevent the tie from falling too far from the body. The bar is slipped through a button hole after the tie is put on.
