Can you join CAP if convicted of a Petty Misdemeaner 35 yrs ago?
I will guardedly say yes - providing you are honest about it when you fill out your membership application.
CAP does not want people with felony convictions, especially those of a sexual offence nature.
However, if it is only a misdemeanour from that long ago, it may or may not pop up on the FBI check...but in case it does, again, be honest.

Be honest on the forms and when asked.
A minor offense indicated is better then a minor one found.
Just make sure you list it on your membership application. There is a block for that.
A 35 year old misdemeanor shouldn't be a problem, if you "own" it and list it on your membership application.
As I used to tell police applicants filling out their background forms:
"You'd be surprised at the flexibility we have to forgive certain things when we look at the whole person. But one thing we will not forgive is if you lie to us."
When I went into AFROTC, the one thing they harped on constantly was integrity. They bounced a bunch of people because of lies of omission. And the one thing that was said to us was, "if they had mentioned it prior to signing..."
I don't see it being the slightest bit of an issue.

Nor do I, as long as the person owns up to it.
CAP does recognize what I would call acts of youthful stupidity. If it didn't involve moral turpitude, violence, or something of a similar ilk, you should be o.k.

You realize that "moral turpitude" involves things like "shoplifting", right?

Thank you. I have know problem owning it. I was allowed in the Air Force I disclosrd everything. I work at the Airport for the department of transportation and I have an yearly FBI backgrond check and monthly drug testing. Due to also having to work in U.S. Customs and immigration.

Crimes involving moral turpitude has a specific meaning, and includes such things as fraud, forgery and theft (provided you intend to keep what you steal, so shoplifting is, taking a car for a joyride is not).

Honesty is the one that encompasses theft and fraud.
I had to swear on my I-485 that I had never committed a Crime Involving Moral Turpitude, and I actually took the time to research what I was swearing to.
Had a senior member disclose he had served time for vehicular homicide. He was accepted..
Every Wing I am sure has former felons that got accepted by appealing to NHQ. 8)

Depending on the state, I believe the legal term for that is either "Disorderly Conduct" or "Public Intoxication". >:D
