Title: Special Activity Patch Placement?

So I have seen most cadets replace their wing patches on their left shoulder with their special activity patches. I was reading along in 39-1 and noticed it says they are supposed to be on the right shoulder ("on the right sleeve 1/2 inch below shoulder seam of BDU ").
I disregarded it until I saw a cadet's uniform from around 2008 or so that had the PJOC patch replacing the American flag (right shoulder). What's the deal with this? They didn't verify (to my knowledge) whether or not the perspective is from the wearer or not. It does say that the wing patch is to be on the left shoulder however, so that argument doesn't hold water.

So, which shoulder is it?

The ICL's are the final word on this issue.

Flag patch is mandatory, some wings let you wear NCSA patches in lieu of wing patch.

Why not wait until the new 39-1 comes out, because there will be changes...
