I know next to nothing about what this is. What is it exactly? what happens there? Who can go? How do you go (apply)?

CAP presents itself, formally, to members of Congress and other leaders in Washington, DC.
Senior members and cadets have various handshake meetings, photo ops, and tour the DC area.

Every wing has its own selection process, consult your wing's Cadet Programs staff.

Many wings also have "State Legislative Days" where they visit state legislators in their respective capitals.
