Not too much earth shattering in either one, mostly clarification of terms and some new info on the Level I requirements.

Might be interesting to note that this is about the 6th revision of 35-5 since 2008 and the 3rd one in about a year.

And I suppose we should expect another one within a relatively short period of time to account for the "NCO Corps" changes...

After making such a loud statement about The NCO program they should have held the reg until it was in place.

Lets not discourage them from promptly updating the regs as changes are approved.  I'd rather them update it twice a year than let it sit for years on the off-chance that some big change is going to happen (i.e., the uniform reg).

I do like that the highlighted the portion about HSO's and AE's not needing professional development after level 1. I have had this argument with others more times than I care to think about.

That usually indicates what in the regulation has actually changed from the last version.

That provision already existed for the HSOs. They added AEOs.

There may be a hue and cry as the lawyers have lost their promotion to major after 10 years as an attorney and that they now must fulfill requirements for promotion.  If them, why not finance officers??  Is this an oversight??  Is this a conspiracy to discriminate against lawyers versus doctors and finance people??  What were they thinking??  Is this Shakespearian in origin??  To be or not to be is the question, or is it 2b or not 2b?  Will we ever know the why??

Now, I'm not one that has ever taken the CAP senior member development program and associated ranks terribly seriously, but with almost every change watering it down even more, its reason for even being there in the first place become less and less credible. 

I was very pleased a few years ago when the Chaplains themselves pushed to have to follow the same rules as everyone else, but that seems to be the exception to the trend.  The change regarding lawyers is nice, but like a lot of the stuff in this reg makes no real sense given exceptions for other specialties. 

I've long advocated for a "no exceptions, not even for prior military" policy regarding CAP rank but as we seem to be going towards "exceptions for everybody", I may have to seriously consider switching over to the no CAP rank at all position as the most logical approach.

After all this fan fare about the new super duper NCO grades they don't say a thing about training requirements.  What rank do the new people come in at, E-1, E-5, what?  Will there be NCO Academies, Senior NCO Academies, what?

I wonder if the NCO program will include availability to take USAF non-resident courses such as ALS, NCOA, SNCOA, and CMSLC?
