Title: Encampment completion data entry
Post by: DennisH on August 23, 2013, 04:36:04 PM
Hello I am new to CAP and just completed and Encampment as a TAC officer with six of our Squadron Cadets attending and graduating. My question is who is responsible to enter the completion of training on E-Services? Can't seem to get an answer from my Squadron and I filed the hard copies in the cadets record jackets. Thanks.

The encampment commander sends a report in listing everyone who completed encampment. The report has to work its way through the Liaison Region first, though.

The encampment report (CAPF 20) no longer goes through CAP-USAF.  They are signed by the Wing CC and sent directly to National.

In days of old, the Encampment CC has 45 days to send it to CAP-USAF, and the State Director then had 45 days to send to NHQ.  I'd have to
look to see if that has changed with the new regs and procedure, however if you're inside 90 days from the encampment then it's likely
it simply hasn't been processed yet.

A note to those scoring at home, you should always make sure that you and your cadets get proper credit recorded in eservices for encampments,
etc.  I've had more then a few where a typo by me or NHQ resulted in either no one getting credit (non-existent CAPID), or some random member
not involved gets credit.  I was the commander of a number of them and still had to get my records corrected to add them back.

These are corrected fairly easily with a memorandum or correction to the CAPF 20, but the further from the even you get, the more difficult it becomes.

CAPF 20.. done at the completion of encampment, by encampment administration, and in case of one that I did in June, it ended up having to be signed / submitted by the Wing CC as there was no Liaison to do it.

It took a little extra time. If the encampment credit proof is needed now for something else, the certificates the cadets got will do, eServices annotation may take a few weeks as the data makes it's way through the wimsyworks.

Thank you all, it was the PAWING encampment at FIG in June, I will keep on top of it. Just checking to see if I missed something.

Is there any comment as to the Wing CC having time on top of that, or does it appear the assumption is that it should be
done and dusted within the first 60 days and sent to NHQ without further delay from there?

Frankly, it ought to be 30 days or maybe even less.  All NHQ wants or needs is the list of cadets and seniors who will get
credit, and that should be in-hand and closed before everyone goes home.  In the olden days I had taken to handing
the F20 to the state director at graduation just as a joke between us that it was done, but these days you just hit
"click" on the report and the encampment system spits it out.

I've seen some cases where 6+ months later nothing has been posted, which causes the most issues for cadets looking
for Mitchell.  Not all encampments issue certificates - I stopped doing them my 2nd or 3rd year running when after spending
an hour printing and signing them, I found about 1/3 or more under the bleachers or in the trash.

The next year only a handful asked about them, and after that no one (except for that troublemaker USAFAUX2004).
I just made it a point to get the credit posted the same week as graduation and no one complained.

Another note for those scoring at home - the bar has been raised again as to the number of hours for both cadets and seniors to
get credit.  This is especially an issue for seniors who want to show up as a day-player one day, do a class, have lunch, and
punch their encampment ribbon ticket. See 52-16 and the draft guide for details.

Sir,  here you go as far as reporting upon the completion of encampment per CAPR52-16.

9-6. Reporting Requirements. To ensure proper operational and financial oversight of the encampment, the encampment commander will complete an encampment report and a financial report as described below.
a. Encampment Report. Within 45 days of the conclusion of the encampment, the encampment commander will provide the wing commander the necessary data to complete the CAPF 20, Encampment Report. Within 60 days of the conclusion of the encampment, the wing commander submits the completed CAPF 20 to National Headquarters (see capmembers.com/encampment for contact information). For regional or joint encampments, the host wing commander submits the completed CAPF 20 to National Headquarters. When National Headquarters develops an online encampment report in eServices, that system will supersede the CAPF 20 process described above.

Just an update, the encampment collection has been posted in E-Services, learned to double check before posting and the process from this post. Thanks to all.
