So my squadron will be starting to have promotion boards soon and I will be filling out the form 50s and be a member of the review board, as an advisor. So my question is how do I properly perform a form 50 evaluation and how do I set up a proper promotion board?

So the Squadron never had promotion boards before? How did you get to where you are at now?
Now if you just became a member of the promotion board, from your expiences, ou should have an ideal how it works.
BTW, do not reinvent the wheel IAW "The Life of PI".
Promotion boards are not a requirement for units.

Promotion boards are not required IAW CAPR52-16 but a CAPF 50 for each phase is. If you hold a board then the basis for promotion or no promotion is the information contained in the CAPF 50. Also you can not quiz or test them on knowledge already tesrted, (ie if they are going for their Feik you can't ask them about anything in the Arnold achievement.)

No....not quite.
If they are going for their Feik and you can't quiz them at all on AE or Leadership Test knowledge..........
I haven't done one in a while, but I always would ask them what leadership/life lesson they learned while at their current rank and how they would put that new understanding to use in the future.
The cadets who serve on our boards come up with great questions. Usually the first round (we do three rounds) are predetermined and the next two rounds are based on the comments the cadet has made on the CAPF 50. The questions are a bit more probing as the cadets go for higher grades. We try to keep the boards under 10 minutes each.
My usual opening question is "How do you personally define leadership?" I keep track of their answers to see how their answer changes as they learn and gain experience.
Here's my two cents.
My squadron does review boards for all of the first 7 achievements, not for the Armstrong, but then for the Mitchell, and any officer achievement that will result in a change of grade for the cadet officer.
I do the previous versions of the F 50, although I'm going to start integrating the new versions, probably for milestones.
We have a binder of pre-selected questions, both aerospace and leadership, that are not from the tests, but come from the texts. We also have a selection of CAP specific and vague leadership questions, i.e. motto, oath, missions, chain of command, goals, position specific leadership, what they've learned, what they want to learn, where they want to go, etc.
We offer review boards once a month, at the end of the month. This allows for cadets to go through their two month promotion cycle, and start on the next at the beginning of the month. I do allow for special circumstances where a cadet isn't quite ready for a review board and retakes it in a week or two. I don't force a cadet to wait for the next review board night unless they fail the re-take, which is rare.
The review boards generally consist of myself, my C/CC, and either our other cadet officer, or our C/Flt CC for Phase I and II. For C/Officers, it's generally the squadron command staff (CC, CDS, & me - CDC) or other available seniors.
