I know I need to be at least a Cadet Captain, but at what age?

From this years requirements.. next years will probably be similar. The gist of it is, 17 by the commencement of the activity, and remaining under 21 through the entire "season" of the activity.

Cadet Ambassadors Requirements
1.  Possess the Earhart at the time of application
2.  At least 17 years old by 1 July 2013
3.  Not 21 years old by 7 August 2013
4.  Have not previously attended IACE
5.  Hold, or be eligible to apply for a US Passport*
6.  Be able to undertake all of the activities of a cadet ambassador **


So, you need to be a c/Captain when you submit the paperwork, you need to be 17 by the time it rolls around. IE: you've got about a 6 month window to get a head start on it, if you have a Birthday in the first half of the year prior to the next IACE period.

The IACE Selection Committee pays particular attention to the applicant's responses on the supplemental questionnaire.
