AAFES is the official source, will be the least expensive (for brand new), and there will be no tax.
#2 would be an MCSS on a nearby base, or call one and ask for assistance in placing an order.

From there I'd suggest eBay or your local surplus store.

FWIW, just remember that you must buy the current issue variety. Forget the Cadet exposure, about the 4 pocket looking one.

I would try a military surplus store in your area first. Some times you can get good deals on used ones in good condition.

If you live near an AF/AFRES/ANG installation, check and see if they have a thrift shop on base.  One can sometimes get unbelievable deals there.
