Title: F 40?

Can anyone tell me if they use the CAPF 40 for your Senior Members? If so, how does it work out? Have you ever lost a member because of its use? Ever had someone turn themselves around because of the form?

I personally have never seen it used.  However, I think it could be used for positive reinforcement, and as information when promotion time comes, as well as to admonish.

If you think of it, CAP really doesn't have much in the way of performance feedback  or any way to figure out if Joe Blow is a really awesome personnel officer, or if Sally Smith has spent 3 years in logistics and still can't figure out how many E-tools the squadron has.

Sometimes you gotta have a paper trail.  Even when dealing with volunteers.

I thought about implementing it on a few occasions.  The problem is that I have almost 50 Senior Members and have a multitude of other things that occupy my time.  For this form to be effective it has to be done for everybody with consistency.  Every time I've had a member that needed corrective action.  I just dealt with the issue instead of implementing an evaluation program for everybody.

An evaluation program can be helpful but can also be very divisive.  I'm betting that even if I had the members that had assistants do the evaluation for those under them that I would have very subjective differences between the Communications and Emergency Services folks or even the Cadet Programs folks.  I'm not sure what purpose that would provide except to pit departments or members against each other.  In a volunteer organization I think you'd be creating more work for yourself and possibly alienate some members who I'm just glad show up sometimes.  I don't need to create any other subjective artificial standard that would be just detrimental to our organization's goals and missions.

Well, the form exists for a reason, even if those reasons are arcane beyond my understanding.

I don't think using it should necessarily be divisive.  I think you've definitely been around the block enough in CAP to know how to implement constructive criticism fairly, as well as lauding someone for a job well done.

Could your Deputy CC for Seniors help with such a task for your many SM's?

The form was developed for use with the CommanderOrganizational Excellence specialty track/program.

We ask the seniors to complete one each January as a "self-assessment" tool reviewing their prior year's service.

It also helps setting goals, both for individual's professional development and departmental planning.

The officer's immediate supervisor reviews and comments on the form, and has a discussion with the member.

Commander or deputy "endorses", adding comments.

We emphasize the positive, try to show paths to improvement and encourage growth.

I would do it on at least an annual, but preferably a semiannual  basis, preferably during the renewal month and its reciprocal. It would allow the Commander to justify personnel actions (promotions or denials, awards, or even membership non renewals). It would also give the member an opportunity to discuss with his commander his career progression and advancement. It also allows the commander to justify these actions to the member and higher headquarters.
