1) wing patch,no wing patch, optional wing patch?
2) I saw no mention of reverse American flag is that correct?

Wing Patch is optional.
Flag Patch is mandatory
Basically, the field jacket is the same as the BDU top.
Check out the March 2012 change letter for details.

I really can't wait for 39-1 to be re-worked to include all the ICLs. When I first joined, I was all sorts of confused about the right way to put together the uniforms. Yes, it's something that can be handled with a "uniform class" for new members, but sometimes details can be confused or forgotten when you get home and three days later are trying to sew stuff in the right place.

EXCEPT for the fact that SMs wear embroidered rank insignia and the CAP cutout on the epaulets. Cadet airmen and NCOs wear their rank insignia on the collar, while cadet officers wear their rank insignia on the epaulet, with the CAP cutout.
