I am living proof that that is incorrect. I was a "just" region staff guy when I applied.
This is an important time for CAP. Most of the heavy lifting on governance reform has been completed and it is time to look forward and establish our path into the future. We need people who truly know about this organization and its potential and who can work together to establish a vision and set our key strategic goals. Personally, I think we need a few more members of the "Tuesday night" crowd in the boardroom.
On a purely practical note, the BoG meets three times a year in person, and has teleconferences as required in between. The in person meetings are typically mid-week and last a couple of days, so there is a moderate investment in time away from work, family, etc.
I can promise you that the work is engaging and highly rewarding. You will be working with some of the finest leaders imaginable from the Air Force and industry. And for the best possible cause.
A final moral imperative: if you don't apply, you are not entitled to grouse here on CAPTalk for a period of two years.

Ned: your requirement that those who grouse must apply or stand down from complaining for two years just guaranteed that you will get applications from at least 20 people.

Great question.
I receive a fair number of emails, ranging from things like "I think someone in my unit paper-whipped an ES card for Capt Doe" to sincere reports of FWA and all the way to vague ominous threats and warnings about "Corruption at the Hghest Levels" of CAP.
Of course, BoG members have no individual authority to do anything. We are not commanders, IGs, or the CAP Police. So I pass along the information when necessary. If a member has asked for confidentiality, normally I don't pass along their identity.
I have enjoyed some spirited conversations about governance, vision, and just CAP in general with a number of members and former members. All of whom were sincerely interested about the future of CAP.
And of course, I do some work here on CAPTalk.
It is clearly a part of the BoG member's responsibility to engage with the membership and learn about their views and opinions. And use them to inform my actions and votes on the BoG.
I have to go along with Ned on the idea that anyone has a chance to be appointed to the BoG. I applied for the slot he currently occupies, and as I said at the time, if I couldn't get it, I'm glad he did.
Needless to say, I'm applying once again.

I'd love to apply, but don't meet the requirements right now. Finishing Level IV, and I have yet to be promoted to Major. Haven't hit the magic time in grade just yet to be promotable. When next there is an opening I may submit my name.
What sort of thing does a "CAP Resume" entail?
What have you done? Activities fostered, staff/command positions held, what's come of those offices during your time served...

The CAPHQ notice stipulated that the selection for the BoG would be under CAPR 35-9. Just so we're clear, the "they" in "they pick" will be the Senior Advisory Group (SAG), the successor to the National Executive Committee (NEC).
They (the SAG) have just had their collective wings clipped under the new governance rules. They (and she who will not be named) will have an historic opportunity to exact a grand revenge by picking three of their own for BoG seats. It is worth noting that there are three NEC members recently dropped from the new SAG under the new governance rules. There are also a number of region commanders who are late in their terms.
Many of us in the trenches are anticipating a carefully choreographed "selection" process. We will know soon enough if our cynicism is justified.

And the vast majority of us are
not.
Further, the most recent national CC served her full term with honor under very challenging circumstances, so there is no justification to compare her to others who cannot say the same thing.
It may surprise members of this forum, but there are (I've talked to several!) wing & region CCs who fully support and endorse the new governance structure...I would not look for conspiracy theories in selecting BOG members.

It has been my experience that those of that ilk, usually change their tune rather drastically when that happens. My fire dept recently had the chief vacancy open mid term, they guy that cowboyed up was a long time "disenter" in the wings; lots of talk very little action. First thing he said to me after about a month in office: (paraphrase) "...I am seriously thinking about calling A,B,C past chiefs and appologizing for how much of a PITA as I have been all these years....never realised how tough this job can be...."
