Title: Cadet NCO/Officer of the year

Is there a way to recommend a cadet for this award or is that more of the squadron commanders job? Once you get recommend, if that is how it works, do you interview or do they just look at all of your paperwork?

It varies by wing, and who is getting the job.

Some wings do a roll-up (Unit winners submitted to groups, which then pick one and submit to wing), some do a cattle-call, but generally a unit CC
has to send the recommendation up the chain.

Ok does it work the same way with squadron awards or does that very from squadron to squadron?

Absolutely varies between squadron - everything from no awards at all to "everyone gets a prize".
Local awards are at the purview of the commander.
