Looks like there will not be a Nat/CV election this year....very interesting...
So much for "seeing the report" before it was acted on.
Plan on significant governance changes; probably to be revealed at the NB meeting in August. My impressions are that we've seen the last elected National Commander and Vice by the NB. And, if it is decided the two officers will be selected by the BoG, it would probably mean an overhall of the CAP members to the BoG.
The SECAF is now the one who will decide if the BoG's "decisions" will stand. We will be able to comment here on CT after the fact. However, I think we've done a pretty good job already... 8)

I am happy there is some direction being given by the BOG. I am willing to wait a little more to see what happens.

Actually, CAP's regulations and the Constitution & By-Laws apply to CAP's internal governance: our National Board, Executive Committee, and leadership. As we've covered over and over again before on CAPTalk, the Board of Governors has full congressional authority to do anything they decide with CAP. The BoG is not bound by our CAP regulations or by-laws and can actually direct that they be changed at the stroke of a pen, or make any one-time decision about CAP without changing the by-laws and constitution as they apply to our internal leadership. Like it or not, they have that authority. They don't regularly use it and intervene with daily business, so I'm confident in assuming this is pretty important stuff and not done on a whim.
As for the skipping the CAP/CV election, my guess here is that there will be significant enough changes to the way the National Vice Commander (and perhaps Commander) is elected shortly after the National Boards. It would be silly to have people run for the slot, have someone "win" it, and then have the system changed so they can't actually take office. The BoG's move makes sense to me -- it's more like "Hey, we've got big changes coming up shortly. Hold off on this stuff for a few months, because it may be wasted effort..."

You are correct, the BoG can amend the C&BL at any time.
However, absent such a change, the C&BL are binding, and they state that the CV has an annual term that ends at the end of the summer NB meeting.

So, if the BoG modified the C&BL to change the term of office of the CV, such change has not been published for the
peons members to see, and as such, the
peons members are members of an organization that is governed by a Constitution and Bylaws that they are not privy to.
The BoG suspended that part of the C&BL. Consider it stricken from the document for now. They did this only once before. It was in 2007....terminating a SM's membership when he also happenned to be a National Commander...
CAP published the change with its newscast. No secret here. Expect big changes in 121 days.
