I have tried researching the exact requirements, but is this open to responsible cadets (if the cadet is 18 years old)?

Everything is open to the public, with the exception one or two sessions which are required to be closed. Therer are tons of sessions for both Cadet and Senior Members. IN addition there is a a chance to actually meet the people who run CAP. I think the Orioles are playing that weekend and Washington is only an hour away. I would suggest checking out some of the hotels near the Marriott to see if they may have a better deal and are in walking distance.
Open to all members including cadets under 18 years old. Of interest to cadets, the National Cadet Advsiory Council meets and debates National Board agenda items of greatest concern to cadets and then presents their recommendations to the National Board where appropriate prior to National Board action.
