Title: CAP In Today's Fiscal 2013 Air Force Budget Request

No real surprises.

In Procurement, the Obama administration requested $2.498 million in Fiscal 2013 funds for five Cessna 182Ts with SDIS, camera port, FM transceiver, ELT finding gear, etc. In last year's budget request, the projected number for Fiscal 2013 was six, not five. But there are also now 18 in the FY 2012 plan...it looks as if there's some catching up from prior years' options?

The procurement plan is for 18 182Ts, probably bought in March from FY 2012 funds and delivered March and May.

The remainder of the procurement plan is five in 2013, five in 2014, five in 2015, five in 2016 and five in 2017. That's the notional completion of the planned 182 buy.

Interestingly, the funding line for CAP Corp. and activities -- which is found in the O&M request -- shows a cut of $4.5 million, which the Air Force explains as "backing out" the $4.5 million that Congress added to the Fiscal 2012 appropriation. The AF in 2012 asked for about $23 million and Congress gave them $27. They are again this year asking for $23.9 million in Fiscal 2013 money for CAP Corp. and related activities. They're adding $93,000 which "Increases funds to grants that support the Civil Air Patrol mission," but that add was otherwise unspecified.

Wanna know what the vote in the Senate was on Pres. Obama's last budget proposal:

0-98...not even those in his party voted for it.

This is essentially a really thick press release, nothing more.

True enough. But by and large, most line-item requests don't change. The arguments take place on the margins, and the House-Senate conferees spend a lot of energy wrangling over a relatively small fraction of the overall request. So yes, THAT bill won't pass, but the bill that eventually emerges from the conference will probably smell a whole lot like the one dropped today.

Actually,

The House and Senate will confer on their versions of the bill.  The President's budget request is neither of these.

The budget request for a minuscule organization like ours is apolitical. I'm not sure if in your post you're trying to smack the president. I suggest that it was some 0-5/0-6 on the Air Staff, followed by some sorta GS-14 at the OSD level that put figures on a spreadsheet. In short, while technically this is the "Administration's" budget, for CAP's part, it's just some fella at a desk in the Pentagon. One way another we're gonna get cut because DoD is getting cut big time.

Boy, the Air Force really does want to cut 4 or 5 million from CAP.  Seems like they've been asking for that cut for 5+ years.

Yep.

There are those who say that certain program element managers "know" Congress will put their money back in, so they make a cut for the sake of saying they made a cut. I've never really bought that idea, but plenty of people around DC repeat it as if it's written in a policy memo someplace.
