Can someone tell me about NCOA? http://www.texascadet.org/Spring_CTEP.html (http://www.texascadet.org/Spring_CTEP.html) Is this anything like basic encampment? (Or worse, ATS?) Or a more relaxed school?
It's neither. The Texas Cadet Education and Training Program has four levels designed to enhance the leadership lessons learned in the cadet curriculum:
Airman Leadership School (ALS) - open to Phase I cadets below the grade of C/SSgt. This is usually held at the group level and usually lasts a weekend.
Non-Commissioned Officers Academy (NCOA) - open to Phase II cadets C/SSgt to C/CMSgt.
Officer Training School (OTS) - open to Phase III cadets C/2d Lt to C/Capt.
Cadet Command and Staff College - open to Phase IV cadets C/Maj to C/Lt Col
The latter three schools are held over a weekend, usually at Camp Mabry, in Austin, Texas. Senior members working with cadets attend the Senior Training and Education Program, which teaches the core curriculum for Training Leaders of Cadets (TLC).
The schools present quite a bit of information crammed into a weekend, so I wouldn't say it's a cakewalk. Graduates from the school (and there have been a few who have failed) wear distinctive shoulder cords denoting their level of achievement (only within Texas Wing). Instructors (all cadets except for STEP) wear the dressier aigulette (shoulder cord with silver tip) in the colors of the school they are instructing.

Usually once, sometimes twice a year, depending on availability of facilities at Camp Mabry.

When I was in my CP role, I created something extremely similar to this idea.
ALS (4x/year, quarterly), NCO (2x/year), Cadet Command (1x/year), course curriculum based loosely on RM courses with an obvious CAP slant to the courses/materials, and with the C/CC course being a cross between RCLS/UCC/Executive Leadership Workshop. I'll see if I can find the materials from these programs to offer further details.
The 4 Texas Wing cadet Leadership schools are as follows
NCOA for C/SrAmn-C/MSgt
SNCOA for C/TSgt-C/CMSgt
OTS for C/CMSgt-C/Capt
CCSC for C/Capt-C/Col
