How else would you get credit?
If you didn't get credit for recruiting the new member on the membership application. Just ask them and/or their squadron to write a letter giving you the credit.

It needs to be on file at NHQ to count.
CAPR 39-3 only calls for recruiting x number of new members. Nothing about as certified by CAPHQ. If I were still a SQ/CC I would accept a letter from the recruitee or his commander stating that the cadet recruited the member.

It's purely done at the squadron level. You should see how many ribbons our recruiting officer has been awarded, purely because he's the one anyone who inquires about our squadron gets sent to. They sign up, he takes credit on the application.

I'm not sure that scenario is "uncool."
I completely agree that simply because someone processes the paperwork, it doesn't mean that they should get recruiting credit. Otherwise, we'd have personnel officers with 4 silver clasps.
However, I would expect that a recruiting officer WOULD have a large number of recruits. Not in the sense that someone brings a potential member to the unit and they talk to the recruiting officer, but if the guy is the one handling all the cold calls for information, speaking at various organizations bringing people in the door, they should get credit for that.
Random people walking in the door that weren't brought by another member, the recruiting guy is the one that gets the sale because they are the ones that sold the organization.
I would be concerned if a recruiting officer didn't have a few awards of the recruiting ribbon.
If the sole justification is his posting as recruiting officer, and he never saw that person before they joined, it's uncool.
Should the recruiting officer also get credit for everyone who joins after having a booth at the air show?
The intention of the recruiting badge is to recognize members when they bring someone in personally.
I agree, processing the paperwork is not sufficient enough to warrant the credit. On the Other hand on the application is says "member most responsible for you joining CAP" That is not exactly Recruiting in the traditional form. However if someone shows up at the squadron based on the information on the website (without being recruited) and someone impresses them enough that the person decides that this is the squadron they want to join that person gets credit. We encourage all potential members to list someone in that spot...someone who put their best foot forward and displayed the professionalism as an organization we want everyone to achieve.
