Title: Moving up in ratings

Hello all,
I was wondering how does one go about being "promoted" in the Aerospace education and Cadet Programs ratings.
I have completed everything for AE and just need TLC for CP but I cant figure out how to update eServices. Also who do I send my CAPF24 to bring me up to level III. Finally if my TIG for Capt was up in Aug and my packet put in in time for me to have been promoted on time, but my commander is sitting on my packet (not because he doesn't want to promote me just hasnt gotten to it yet") is it possible for NHQ to give me the correct date of rank or am I going to have to add an additional month or whenever this gets resolved.

And I put the signature up when I thought I was going to make it on time, ill put my old one back up if this takes any longer then a week. (before anyone gets bent out of shape)

As for the AE/CP ratings, you ask your squadron PDO or CC to input the new rating into eServices. Right now there's no way for the individual member to initiate anything on this in eServices. For the promotion I believe it will be dated whenever it gets approved. As long as it's a duty promotion there really isn't a packet to "get to", your commander just goes into eServices and clicks a couple of buttons.

Your Professional Development Officer should be putting you in for the higher ratings. You should contact him and discuss it. Be sure to have documentation on hand - both pamphlets provide checklists for progression; make sure you have those filled out. If there are online tests (and there are for both AE and CP), make sure you have completed them and they're recorded in eservices. That's automatic when you take the tests.

Not sure about the date of rank issue.

by packet I meant my Form 2, Form 24, and letter of recommendation all of which need to be signed by him. He also needs to add me as the PDO for the squadron because we currently dont have one.  would it be the DCS or admin officer to do that instead?

One of the things I did to get started was take the excel sheet on NHQ's best practices and use that to fill out the requirements for each and have the certificates where necessary

You're all over the road here and trying to knock out all sorts of things in a single breath, exhale and slow down.

No paperwork is necessary for Specialty Tracks - when you have met the requirements to the subjective satisfaction of your commander, he goes in
and clicks you have completed it and it is done.

A Form 2 is no longer necessary in most wings for promotions, but your wing's mileage may vary.  They are completed electronically
after the other pieces are submitted.  The days of sending in 2 years of approvals in a big stack, hoping to get everything signed in a
single push are (mostly) over.  If you are "three flags green" in eServices, then your CC can click the box and send it to the group or wing CC.
Promotions processed in this way can be back-dated to any date past the TIG range.  Whether or not your CC chooses to do that is up to him.

As to a letter of recommendation, again this varies by wing, many don't care, some are very strict on format, structure, and seeing an upward progression of responsibility.

One correction: CAPF 24 is still required to request and approve completion of Level III, which was one of your original questions. Make sure that the Specialty Track ratings and necessary courses are all recorded in eServices first. If these are in eServices, there is no reason to send a stack of certificates to prove you accomplished this or that.

I strongly encourage the use of eForm 24, which can be filled in on your computer, "signed" by typing the names, and e-mailed to the next echelon for approval (another typed "signature"). We've had PD awards requested, approved and posted in eServices within hours. However, check with the required procedures in your wing, which may require a paper Form 24, prefer eForm 24, or accept either.

Finally, I cordially invite you to jump in as the PDO, get to know the procedures, assist the busy squadron commander, and just as importantly, assist other squadron members move forward in the professional development program.

A few comments:

Until you have been promoted, remove Captain from your signature. You wouldn't wear the rank on your uniform and you shouldn't wear it here.

With TIG and Level II, the promotion is a no-brainer for your CC – he logs into eServices and clicks the button.

Level III is another story. Your chosen specialty tracks have some special requirements:

As you stated, you need TLC for CP.

You need your commander's certification on the AE checklist for a senior rating. Whoever said your PDO could do it gave you bad advice.

With your Form 24, be sure to include proof of your two conferences. They're the only items not tracked via eServices.

Some wings require a promotion narrative for anything going to higher HQ.  In this case, group or wing for Captain.
