I have a question regarding the Quality Cadet Unit Award criteria.
One of the criteria is this: "Adult Leadership: Unit has at least 2 Training Leaders of Cadets graduates on its roster."
My Squadron Commander took the TLC in Aug 2007 and I took it in Feb 2008, but according to the QCU eligibility, the TLC must have been taken by at least one within the last two years.
So with that in mind, I took the TLC again in April 2011, but it's not showing up on my Training tab in Member Search. How do I get credit for attending the seminar the second time?
My squadron won the Quality Cadet Unit Award last year and I'm trying my best to get us there again this year. We're on track for several of the criteria so far.
Retaking does not count IMHO.
The point of that criteria is to increase the number of CP officers with TLC.
If you want to get the TLC block filled you need to get more of your officers to TLC.....HINT......put one on yourself...as staffing a TLC is part of your master CP rateing.
since it's only calculated based on the data in nhq database though (not upon anything that you submit)
you want to make sure that retakes show up somehow...
the intent is definitely to get people to go back and do TLC again and again (and as Pat noted, to staff it) , not just sit through it once and consider themselves 'done'.
apparently when you send in a form, showing you completed it,
and you already have that course in there,
it does not update the date completed with the most recent date???
that seems like definitely an issue that /pd and maybe /it need to '/fix'

Seems to me that so long as it shows that you took it the first time then it won't matter that you took it again. But, if TLC drops out of eservices after a certain period of time it would be a problem that your most recent course isn't showing.
Yes, it looks like this is "broken" - likely because the system hasn't been updated since the QCU was initiated.
I've done it three times total since its inception, but my records only show the first time.
Pat - I agree they want TLC participants, but it also shows NHQ feels that participation has a shelf=life and they want those active in the cadet program to
come back to the table and discuss what they have done "since".
This is another area CAP's "Once and Done" mentality hurts us - whether its SLS/CLC/TLC, whatever, a lot of members feel that if their ticket is punched, they never need to think about "that" again, where when you really look at the programs, it is clear that participation should be ongoing - first as a student, then as a collaborator and mentor.
They need to come out and explicitly say that then. If they are 'expiring' it, they need to be up front about it.
It's not really an expiration, it's not like if you don't go every x often, you lose your initial credit.
You could just as well recruit a NEW senior member and put them through TLC (that's another way to meet the requirement) (and not a bad idea for the long term health of your local cadet program, by the way)
If you wanted to game the system, suppose you have 8 or 9 senior members that might be willing to go to a TLC... Send only 2 the first year, and then just send one of each for the remaining 7 years. That meets the letter of the requirement, right?
The analogy I tried to draw is that it should be treated like air ops treats a flight clinic.
You want to professionally fly planes in a CAP context? Then be at flight clinic.
We offer it every year.
You want to professionally 'fly' the cadet program? Then go to TLC!
We offer it every year.
But yeah the system is insensitive to the requirements of an award.
What's that, you say? Changing CAP regs resulting in a contradiction? never!!!
The good news is that the nhq staff have historically been VERY responsive about 'fixing' things like this.
I was planning on dropping them a note on Tuesday, when they are back in the office.
Guys, if the requirement is that for this award attendance at a single TLC counts, then there is nothing to "fix" unless TLC is being expired out of members records. Is that the case or not?
If not, then the system works as designed and there is nothing that NHQ is going to be able to do about it until one of CAP's many decision making bodies changes the system to something like : "at least two senior members who have taken TLC within the last year".
