There is tremendous interest amongst my cadets (myself included) who are wanting to attend a winter or arctic survival course and I was just wondering what my/their options are.
Its not quite a national thing...but you could learn alot from the KSWG Winter Encampment about winter survival. ;D
ILWG runs an activity called "Ice Bowl" in the early part of the year, but it is basically a winter bivouac / SAREx.
Is there any contact information on the events?

DISCLAIMER: This is not a troll.
I can vouch for the Hawk Mountain Winter Ranger course. I'll be taking my cadets up for Winter Hawk-West for a 3rd year in a row. They really love the training and usually start pestering me about it in July or August. Nothing really hardcore, but really does a good job of spotlighting how different SAR is in winter conditions.
The E.S.S.E is based on the USAF "Cool School" curriculum (SV-87A), and it's a heck of a lot of fun, if I do say so myself. http://www.facebook.com/CAP.ESSE (http://www.facebook.com/CAP.ESSE)

Awesome. The airfare can be a little steep, but I'm also trying to build a cache of cold wx gear for folks that don't have a bunch... We'll try to get you set up when you're ready for the trip!
There is an awesome course available and they will actually pay you to attend. Food, travel to and from and lodging are free as well. You need to read the fine print though, because there are some strings attached. >:D

This comes to mind:
I went to this doctor. Well, he told me I swallow a lot of aggression... along with a lot of pizzas! Ha Ha Ha! Pizzas! I'm basically a shy person, I'm a shy guy. Uh, he suggested taking one these uh, aggression training courses. You know these aggression training courses like ESS, those type of things. Anyway, it cost 400 bucks! 400 bucks to join this thing? Well I didn't have the money and I thought to myself, "Join the army"! It's free. So I figured while I'm here I'll lose a few pounds. And you got what, a 6 to 8 week training program here? A real tough one. Which is perfect for me. [Looks around at all the soldiers and gestures emphatically] I'm going to walk out of here a Lean, Mean, Fightin' Machine! Ha ha ha ha!

Noooo.... That's not what was happening. One cadet was trying to ensure everything edible was harvested, it just looks funny.

No, but they do sit around the campfire and sing "Kumbaya".
